Vivienda social en Colombia

Abstract

A lo largo de las últimas tres décadas, en materia de políticas y programas para la provisión de vivienda en Colombia, se ha priorizado la disminución del déficit cuantitativo y el desarrollo de vivienda nueva a través de un sistema de subsidios a la demanda. A partir del 2012, se crea el Programa de Vivienda Gratuita (PVG), o Programa de Viviendas 100 % Subsidiadas, el cual busca, mediante un subsidio no antes creado —en especie—, otorgar unidades de vivienda en gratuidad a los hogares más vulnerables del país. Este libro propone una metodología para la evaluación de programas y proyectos de vivienda de interés social y especialmente prioritario, metodología que se puso a prueba a través del estudio de algunos casos del PVG.
