La definición de una Estrategia de Seguridad Nacional es esencial para posicionarse en un mundo de recursos escasos donde va a intensificarse la competencia por el acceso, uso y apropiación de los espacios internacionales comunes. Al rol tradicional de resguardo de los espacios jurisdiccionales las FF.AA. deberán sumar roles emergentes de la defensa del interés nacional en espacios de soberanía difusa en un escenario global de deterioro de la gobernanza. Las FF.AA. deberán repensar su estructura, doctrina, organización y capacidades para adaptarse a estos escenarios, de acuerdo con los lineamientos que se expliciten en la Estrategia de Seguridad Nacional.
The definition of a National Security Strategy is essential to take a stand in a world of limited resources where competence for access, use, and appropriation of international common spaces is going to escalate. Added to the role of preserving jurisdictional spaces the Armed Forces should develop new roles emerging from the defense of national interest in spaces of diffuse sovereignty in a global scenario of deterioration of governance. The Armed Forces should rethink accordingly their structure, doctrine, organization and capabilities to adapt themselves to those scenarios, in accordance with the guidelines of the National Security Strategy.
