The paper examines the theoretical and regulatory foundations for the implementation of the social function of the state, as well as analyzes the stages of periodization of the emergence and development of social policy of the state. The peculiarities of regional social policy in St. Petersburg and the Leningrad region and other regions of the Russian Federation are highlighted. The result of the study is to identify the most problematic aspects of the implementation of the social function of the state in certain regions of the Russian Federation, and identify ways to solve this problem.
