Abstract

Цель выпускной квалификационной работы - на основе анализа деятельности ФБУЗ ЦГиЭ в период чрезвычайных и экстренных ситуаций предложить пути ее совершенствования. Актуальность исследования объясняется тем, что от успеха в реализации мер по охране здоровья граждан в период ЧС, ЭС напрямую зависит здоровье и благополучие граждан России. При сборе данных, необходимых для выполнения работы, были использованы поисковые системы: справочные правовые системы «КонсультантПлюс», «Кодекс». Также использовался официальный интернет-портал правовой информации «Право». При обработке данных использовались: структурный, функциональный, нормативный, статистический анализы, сравнение, метод комплексного анализа, хронометраж и экспертное интервью. Также использовались следующие программы: Microsoft Word, Microsoft Excel. По результатам исследований разработана и апробирована методические рекомендации по оформлению и заполнению чек-листа, выполняющего функции экспертного заключение сотрудников территориальных филиалов ФБУЗ ЦГиЭ. Также предложено и обосновано техническое переоснащение испытательно-лабораторных центров.

The purpose of the final qualifying work is to propose ways to improve it, based on an analysis of the activities of the Federal Budgetary Healthcare Institution «Center of Hygiene and Epidemiology» (FBHI) during emergencies and emergencies. The relevance of the study is explained by the fact that the health of citizens directly depends on the success of implementing measures to protect the health well-being of Russian citizens during emergencies. When collecting the data necessary to complete the work, search engines were used: legal reference systems «ConsultantPlus», «Code». The official Internet portal of legal information «Pravo» was also used. When processing data, methods such as structural, functional, normative, statistical analysis, comparison, analogy, methods of complex analysis, timing and expert interviews were used. The following programs were also used: Microsoft Word, Microsoft Excel. Based on the results of the research, methodological recommendations were developed and tested for preparing and filling out a checklist that serves as an expert opinion for employees of the territorial branches of the FBHI. The technical re-equipment of testing and laboratory centers was also proposed and justified.
