Abstract

Цель работы - разработка методики расчета эколого-экономического ущерба от аварийных разливов нефти в водной среде с применением программного моделирования. В ходе ее написания ставились следующие задачи: 1. анализ факторов разливов нефти и статистической информации; 2. анализ алгоритмов существующих методик по расчету экономического ущерба от разливов нефти с выявлением их недостатков; 3. сравнительный анализ отобранных параметров из методик; 4. расчет экономического ущерба от разлива нефтепродуктов с танкера «Надежда»; 5. сравнительный анализ сред моделирования «PISCES II» и «OILMAP»; 6. разработка методики расчета эколого-экономического ущерба с применением программного моделирования и рекомендаций для будущих методик. В результате был проведен сравнительный анализ методик, выявлены их недостатки и предложены рекомендации по внедрению новых параметров. Рассчитан экономический ущерб от разлива нефтепродуктов с танкера «Надежда». По его итогам сделан вывод о том, что данные, предоставленные официальными органами отличаются от результатов, полученных в ходе данной работы. Проведен сравнительный анализ программных сред «PISCES II» и «OILMAP». Выявлены их недостатки. Разработана методика расчета эколого-экономического ущерба. Разработано ПО в среде Google Colab, которое позволяет на основе данных параметров и характеристик вредных веществ смоделировать аварийный разлив нефти в водной среде.

The purpose of this work is to develop a methodology for calculating environmental and economic damage resulting from accidental oil spills in the aquatic environment using а software modeling. The research set the following tasks: 1. analysis of oil spill factors and statistical information; 2. analysis of algorithms of existing methods for calculating economic damage from oil spills with the identification of their shortcomings; 3. comparative analysis of the selected parameters from the methods; 4. calculation of economic damage from the Nadezhda oil tanker spill; 5. comparative analysis of modeling programs "PISCES II" and "OILMAP"; 6. development of a methodology for calculating environmental and economic damage using software modeling and recommendations for future methodologies. As a result, a comparative analysis of the methods was carried out, their shortcomings were identified and recommendations for the introduction of new parameters were proposed. The economic damage from the spill of petroleum products from the tanker "Nadezhda" is calculated. Based on its results, it was concluded that the data provided by the official authorities differ from the results obtained in the course of this work. A comparative analysis of the modeling programs "PISCES II" and "OILMAP" was carried out. Their disadvantages are revealed. A methodology for calculating ecological and economic damage has been developed. The software has been developed in the Google Colab, which allows, based on these parameters and characteristics of harmful substances, to simulate an emergency oil spill in the aquatic environment.
