В данной работе исследуется совокупность правовых норм, образующих институт референдума, с целью определения сущности и значения данной формы народовластия. Дано определения референдуму, указано на его особенности. Проведен анализ законодательства, практики проведения референдумов в Российской Федерации, рассмотрены позиции Конституционного Суда, связанные с этой формой прямого волеизъявления граждан. Выдвинуты предложения, касающиеся изменения процедуры референдума, связанные с обеспечением большей доступности для граждан этой формы непосредственной демократии. 

This work examines a set of legal norms that form the institution of a referendum in order to determine the essence and significance of this form of democracy. The definition of a referendum is given, its features are indicated. The work analyses the legislation, practice of rederendums in the Russian Federation, considers the position of the Constitutional Court related to this form of direct expression of citizen's will. Proposals have been made to change the referendum procedure in order to make this form of direct democracy more accessible to citizens.
