Тема выпускной квалификационной работы: «Правовое регулирование жилищно-коммунальных услуг для ТСЖ, управляющих компаний и поставщиков коммунальных услуг». Целью работы является проведение анализа нормативно-правовых актов, которые являются основанием для регулирования тарифов в жилищно-коммунальной сфере. Задачи работы: 1. Разобраться с правовыми понятиями: поставщики коммунальных услуг, товарищество собственников жилья и управляющие компании, узнать, в чем их различия; 2. Понять правовой порядок и принцип регулирования тарифов в сфере жилищно-коммунального хозяйства; 3. Разобраться в проблемах жилищно-коммунальной сферы; 4. Ознакомиться с проверками государственных органов, которые осуществляют контроль применения тарифов на жилищные и коммунальные услуги. Методы: применялся общенаучный метод исследования: был произведен анализ нормативно-правовых документов и изучена судебная практика по теме исследования с использованием СПС «Консультант Плюс». Основные результаты ВКР: - проведен анализ действующего законодательства, проблем функционирования жилищно-коммунальной сферы, изучен принцип формирования тарифов ЖКХ; - были предложены пути совершенствования жилищно-коммунальной сферы. Практическая значимость моей квалификационной работы в том, что результаты исследования могут помочь в улучшении работы сферы ЖКХ.

The topic of the final qualifying work: «Legal regulation of housing and communal services for homeowners 'associations, management companies and utility service providers». The purpose of the work is to analyze the regulatory legal acts that are the basis for regulating tariffs in the housing and communal services sector. Tasks of the work: 1. Understand the legal concepts: utility providers, homeowners ' associations and management companies, find out what their differences are; 2. Understand the legal order and the principle of tariff regulation in the field of housing and communal services; 3. Understand the problems of housing and communal services; 4. Get acquainted with the inspections of state bodies that monitor the application of tariffs for housing and communal services. Methods: the general scientific method of research was applied: the analysis of normative legal documents was made and the judicial practice on the research topic was studied using the SPS «Consultant Plus». Main results of the graduate qualification work: - the analysis of the current legislation, problems of functioning of the housing and communal services sector, the principle of formation of housing and communal services tariffs is studied; - ways of improving the housing and communal services were proposed. The practical significance of my qualification work is that the results of the research can help to improve the work of the housing and utilities sector.
