Abstract

Тема выпускной квалификационной работы: «Особенности формирования тарифов на услуги по передаче электроэнергии для различных групп потребителей». Данная работа посвящена исследованию взаимосвязи различных компонентов на тариф на услуги по передаче электроэнергии, в частности, как влияют ставки на обслуживание электрических сетей, на технологический расход и ставка перекрестного субсидирование на формирование цены(тарифа) на услуги по передаче электроэнергии. В ходе исследования решались следующие задачи: 1. Исследование теоретические основы формирования тарифа на электроэнергию и перекрестного субсидирования как инструмента регулирования тарифной политики; 2. Анализ формирование тарифа на услуги по передаче электроэнергии на примере ПАО «Ленэнерго; 3. Выявление и предложение способов оптимизации формирования тарифа на услуги по передаче электроэнергии путём анализа каждого из компонентов тарифа. Работа проведена на основе информационных материалов ПАО «Ленэнерго», а именно: операционных результатов, финансовых, информации о затратах, формирующих необходимую валовую вы-ручку сетевой компании. Были проведены расчеты, показывающие, каким образом формируются цены(тарифы) на услуги по передаче электроэнергии. Исследование проводилось с помощью непосредственного анализа функционирования системы, в частности финансовый и операционный анализ, анализ структуры цены(тарифа) на пере-дачу и влияния составляющих на цену(тариф) на передачу электро-энергии потребителям. В результате были получены выводы о причинах роста ставок, включаемых в тариф на передачу электроэнергии, а также предложены способы уменьшения потерь при передаче. Более того, после анализа существующих способов, проблем и методологий установления ставки перекрестного субсидирования, были предложены способы снижения ее величины и оптимизации сферы тарифного регулирования.

The subject of the graduate qualification work is "Features of forming tariffs for power transmission services for various consumer groups”. This work is devoted to the study of the relationship of various components with the tariff for electricity transmission services, in particular, how the rates for maintenance of electric networks, rates on technological expenditure and the rate of cross-subsidization affect the formation of the price(tariff) for electric power transmission services. During the research, the following tasks were solved: 1. Researching theoretical foundations of electricity tariff formation and cross-subsidization as a tool for regulating tariff policy; 2. Analysis of tariff formation for electric power transmission services on the example of PJSC “Lenenergo”; 3. Identification and suggestion of ways to optimize the formation of a tariff for electricity transmission services by analyzing each of the tariff components. The work was carried out on the basis of information materials of PJSC "Lenenergo", namely: operating results, financial, and information about costs that form the necessary gross profit of the network company. Calculations were made showing how prices(tariffs) for electricity transmis-sion services are formed. The study was conducted using direct analysis of the system's functioning, in particular, financial and operational analysis, analysis of the structure of the price (tariff) for transmission and the impact of components on the price(tariff) for transmission of electricity to con-sumers. As a result, conclusions were obtained about the reasons for the growth of rates included in the electricity transmission tariff, as well as sug-gested ways to reduce transmission losses. Moreover, after analyzing the existing methods, problems and methodologies for setting the cross-subsidization rate, we proposed ways to reduce its value and optimize the scope of tariff regulation.
