Abstract

Объектом исследования является Санкт-Петербург, Калининский район. Целью выпускной квалификационной работы является анализ налогового потенциала Санкт-Петербурга и Калининского района и поиск путей повышения налогового потенциала региона. Было проведено сравнение методологических подходов к оценке налогового потенциала региона в отечественной и в зарубежной практике. Был предложен метод прогнозирования налогового потенциала на будущий период на основе фактического метода оценки налогового потенциала региона. Была выявлена роль налогового потенциала района в налоговом потенциале региона, и предложено провести поиск путей повышения налогового потенциала региона, воздействуя на факторы, влияющие на налоговый потенциал региона. Был проведен корреляционно-регрессионный анализ, на основе которого выявлена зависимость между налоговыми доходами и влияющими на них факторами. Были разработаны рекомендации, применение которых на уровне регионального и местного управления приведет к повышению налогового потенциала Калининского района и, следовательно, Санкт-Петербурга.

The object of the study is St. Petersburg, Kalininsky district. The purpose of the final qualifying work is to analyze the tax potential of St. Petersburg and the Kalininsky district and find ways to increase the tax potential of the region. A comparison was made of methodological approaches to assessing the tax potential of a region in domestic and foreign practice. A method was proposed for predicting the tax potential for the future, based on the actual method of assessing the tax potential of the region. The role of the tax potential of the district in the tax potential of the region was identified, and it was proposed to search for ways to increase the tax potential of the region, influencing factors affecting the tax potential of the region. A correlation-regression analysis was conducted, on the basis of which the relationship between tax revenues and the factors influencing them was revealed. Recommendations were developed, the application of which at the level of regional and local government will lead to an increase in the tax potential of the Kalininsky district and, consequently, of St. Petersburg.
