Abstract

На основе анализа ÐºÐ»ÑŽÑ‡ÐµÐ²Ñ‹Ñ Ñ‚Ñ€ÐµÐ±Ð¾Ð²Ð°Ð½Ð¸Ð¹, Ð¿Ñ€ÐµÐ´ÑŠÑÐ²Ð»ÑÐµÐ¼Ñ‹Ñ Ðº водным транспортным средствам, осуществляющим перевозку Ð¼Ð°Ð»Ð¾Ð¼Ð¾Ð±Ð¸Ð»ÑŒÐ½Ñ‹Ñ Ð³Ñ€ÑƒÐ¿Ð¿ населения на территории Санкт-Петербурга, выявлены проблемы в нормативно-правовом обеспечении реализации доступности инфраструктуры водного транспорта. Ð’ Ñ†ÐµÐ»ÑÑ Ð²Ñ‹Ð¿Ð¾Ð»Ð½ÐµÐ½Ð¸Ñ норм Конвенции о Ð¿Ñ€Ð°Ð²Ð°Ñ Ð¸Ð½Ð²Ð°Ð»Ð¸Ð´Ð°Ñ , Ñ€ÐµÐ³Ð»Ð°Ð¼ÐµÐ½Ñ‚Ð¸Ñ€ÑƒÑŽÑ‰Ð¸Ñ ÑÐ¾Ð±Ð»ÑŽÐ´ÐµÐ½Ð¸Ðµ норм на Ñ€Ð°Ð·Ð»Ð¸Ñ‡Ð½Ñ‹Ñ Ð²Ð¸Ð´Ð°Ñ Ñ‚Ñ€Ð°Ð½ÑÐ¿Ð¾Ñ€Ñ‚Ð° относительно инвалидов и Ð¼Ð°Ð»Ð¾Ð¼Ð¾Ð±Ð¸Ð»ÑŒÐ½Ñ‹Ñ Ð³Ñ€ÑƒÐ¿Ð¿ населения, предложена структурная ÑÑ ÐµÐ¼Ð° по исполнению и мониторингу данной Конвенции в системе Минтранса РФ. Даны рекомендации по совершенствованию Ð¼ÐµÑ Ð°Ð½Ð¸Ð·Ð¼Ð¾Ð² нормативно-правового регулирования. Внедрение предложений позволит оптимизировать данные процессы в России. Рекомендуемые изменения позволят сделать объекты инфраструктуры водного транспорта более доступными для Ð¼Ð°Ð»Ð¾Ð¼Ð¾Ð±Ð¸Ð»ÑŒÐ½Ñ‹Ñ Ð³Ñ€ÑƒÐ¿Ð¿ населения в Санкт-Петербурге.
