Abstract

Выпускная квалификационная работа бакалавра посвящена проблемам правового регулирования обращения с твердыми бытовыми отходами. Рассматриваются: понятия «твердые бытовые отходы» и «твердые коммунальные отходы», проводится их сравнительно-правовой анализ; основные способы переработки и утилизации отходов, применяемые в Российской Федерации. Основное внимание уделено состоянию действующего законодательства, регулирующего обращение с твердыми бытовыми отходами, выявлению проблем и предложений по их решению.

Final qualifying work of the bachelor is devoted to the problems of legal regulation of municipal solid waste treatment. Discusses the concept of "solid waste" and "municipal solid waste", carried out their comparative legal analysis; the main ways of recycling, applied in the Russian Federation. Focuses on the state of the current legislation governing the handling of solid waste, identification of problems and proposals for their solution.
