Desde los anos ochenta han ganado terreno las propuestas en favor de “focalizar” o “enfocar” el gasto social en la poblacion pobre. Estas propuestas situan la contraposicion universalidad-selectividad en el orden de un dilema, en una relacion disyuntiva: focalizacion o politicas universales, o focalizacion versus politicas universales.
