Políticas para pequeñas y medianas empresas en Chile

Abstract

A partir de 1991 el gobierno de Chile impulso una nueva estrategia de fomento empresarial. El Programa de Apoyo a la Pequena y Mediana Empresa define una serie de instrumentos orientados a corregir fallas de mercado y a mejorar la eficiencia, productividad, competitividad e insercion internacional de los productos chilenos de esas empresas. La importancia de las pequenas y medianas empresas (PYME) en la economia nacional se refleja en su numero y en su participacion en la generacion de empleo. La experiencia particularmente adversa de las crisis economicas de los anos setenta y ochenta y la dificultad de estas empresas para adaptarse a las nuevas reglas del juego con un nuevo modelo de economia abierta impulsaron al gobierno a definir esa nueva estrategia de fomento. El objetivo de este articulo es identificar y analizar las politicas aplicadas, asi como los efectos de las diferentes acciones llevadas a cabo y de los instrumentos utilizados. Si bien el marco estrategico de fomento ha definido nuevos instrumentos con importantes logros para el sector de las PYME, el impacto global de ellos es menos alentador. Los nuevos desafios que enfrentan estas empresas en el contexto nacional son los de como masificar las experiencias exitosas y en que forma replantear las estrategias que no han funcionado como se esperaba.
