La crisis de la deuda latinoamericana: 30 años después

Abstract

Agosto de 1982 marca convencionalmente el inicio de la denominada “decada perdida” para el desarrollo latinoamericano. En esa fecha, Mexico declaro la moratoria (a la postre temporal) de su deuda externa, dado que tanto las condiciones internas como las externas habian cambiado en forma drastica, elevandose la carga de intereses y amortizaciones a niveles que le hacian imposible continuar con el servicio en los terminos originalmente acordados. Pero este no era el unico caso; ya en julio de 1981 Costa Rica habia declarado la moratoria de su deuda externa. A su vez, varios paises venian experimentando dificultades, que se expresaban en atrasos en los pagos, al tiempo que se registraban salidas masivas de recursos financieros y los mercados cambiarios se veian sometidos a fuertes tensiones. Muy pronto la crisis abarco a otros paises en situacion similar, que tambien suspendieron el pago de sus compromisos externos, lo que amenazo la solvencia de importantes bancos internacionales, en especial de los Estados Unidos. Se marco asi el inicio de un prolongado proceso de ajustes, negociaciones y turbulencias que tuvo gravisimas y duraderas consecuencias para el desarrollo economico y humano de la region.
