Samskaping av velferdstjenester – en hegemonisk idé med tvetydig praksis

Abstract

Samskaping er et begrep som til tross for sin diffuse karakter vinner stadig større terreng innen både velferdspolitikk og velferdsforskning. I denne artikkelen presenterer vi en litteraturstudie av hvilket meningsinnhold begrepet gis i Norge. Studien peker på at beskrivelsene av samskaping er preget av forskjeller mellom idealer og realiteter. Dette kommer til uttrykk i manglende samsvar mellom forskningens beskrivelser av begrepets teoretiske idé, hvordan norske myndigheter forstår samskaping, og hvordan det spiller seg ut i praksis. I artikkelen diskuterer vi hvordan dette har bidratt til at begrepet til tross for sin hegemoniske status på tvers av fagmiljøer er preget av tvetydighet.
