El Salvador: Construyendo gobiernos efectivos: Resúmenes ejecutivos de los informes nacionales

Abstract

Este documento presenta el resumen ejecutivo del Informe nacional de avance 2007-2013 sobre la capacidad institucional para implementar la gestión para resultados en el desarrollo en El Salvador. Se basa en la metodología del Sistema de Evaluación PRODEV (SEP), instrumento que analiza los cinco pilares del ciclo de gestión de las políticas públicas: i) planificación, ii) presupuesto, iii) gestión financiera pública, iv) gestión de programas y proyectos, y v) seguimiento y evaluación. El instrumento se aplica en 24 países en dos ocasiones (la primera entre 2007-2009 y la segunda en 2013) lo cual dio lugar a estudios sobre la evolución que tuvo la GpRD durante aquel período. Los informes sirvieron de insumo para el libro Construyendo gobiernos efectivos. Logros y retos de la gestión pública para resultados en América Latina y el Caribe publicado por la División de Capacidad Institucional del Estado del Banco Interamericano de Desarrollo (BID).
