Abstract

Este libro se centra en la unidad mas pequena de la politica publica: el tramite. El tramite –sacar la partida de nacimiento, registrar una propiedad, o abrir un negocio, por ejemplo– es lo que conecta a los ciudadanos y las empresas con su gobierno. Los tramites agiles impactan positivamente en el clima de negocios, en la percepcion ciudadana del gobierno, y en el acceso a servicios y programas publicos de primera necesidad. Pero en America Latina y el Caribe, la palabra “tramite” es sinonimo de “dolor de cabeza”. Y con toda razon: las instituciones publicas no suelen coordinarse bien entre si, funcionan con archivos de papel y se preocupan mas en cumplir con las normas burocraticas que en atender las necesidades ciudadanas. El fin del tramite eterno confirma empiricamente una realidad que se conocia a traves de anecdotas cotidianas pero que no se habia podido dimensionar, y ofrece una hoja de ruta para salir del laberinto.
