OSMANLI’DA SÜRGÜN: TRABZON ÖRNEĞİ

Abstract

Osmanlı Devleti kamu güvenliğini sağlamak amacıyla çeşitli tedbirler almıştır. Bunlardan birisi de sürgün yöntemidir. Bu yöntemin Trabzon’daki uygulaması üç şekilde incelenebilir. Birincisi, fetih sonrası buradaki gayrimüslim nüfusun bir kısmı başta İstanbul olmak üzere ülkenin değişik yerlerine gönderilirken, Orta Karadeniz bölgesinden buraya Türk nüfus sevk ve iskân edilmiştir. İkincisi, Birinci Dünya Savaşı döneminde, cephe ve cephe gerisinde kamu güvenliğini bozan ve bozacağı düşünülen kişiler başka yerlere gönderilmiştir. Üçüncüsü, 1461-1920 yılları arası yasalara aykırı davrananların sürgün cezasına çarptırılmasıdır. Bu makalede, bu durum belgelere dayalı olarak incelenecektir
