Identidad local en la acción exterior subnacional

Abstract

En este texto nos preguntamos ¿por qué una entidad subnacional decide ejercer interacciones estratégicas a nivel internacional? Para responder a ello, proponemos el concepto de acción exterior subnacional y lo utilizamos para analizar el proceso de inserción internacional de la ciudad de Barranquilla y el departamento del Atlántico en Colombia. Observamos que la acción exterior subnacional de estas entidades estuvo moldeada por tres elementos. En primer lugar, sirvió para construir y fortalecer una identidad particular de la ciudad como líder y epicentro del desarrollo en la región Caribe. En segundo lugar, estuvo fuertemente influenciada por el papel de un “emprendedor” de esa acción exterior y, finalmente, respondió también a la influencia de “expertos” con capacidad de incentivar a individuos con la potencialidad de ser emprendedores de la acción exterior subnacional. Así, proponemos que este tipo de actividades internacionales son útiles para alcanzar objetivos domésticos y responden a la influencia de individuos con capacidad de redirigir los recursos de las entidades a esos fines.
