The protection of vulnerability is inherent to the Law. Many principles and rules of law are aimed at the protection of the weak or the vulnerable. In recent times, the legislation is making a very intense use of the term “vulnerability” to allude to very heterogeneous subjects and objects. This paper show the environmental and climatic regulations that refer to vulnerability. It is not possible to define a legal concept of environmental or climatic vulnerability, due to its polysemic and omnicomprehensive character. Secondly, the paper presents a classification of the different legal techniques used to manage, to reduce and to repair environmental and climatic vulnerability is shown. Finally, the conclusions are exposed. The main conclusions refer to the possible emergence of a principle of vulnerability protection and the need to emphasize the vulnerability of people to environmental and climatic risks.
