Capitalismo mosaico y gestión de crisis interrelacionadas en los servicios públicos esenciales en Polonia

Abstract

Este artículo contribuye a la bibliografía sobre la diversidad del capitalismo analizando cómo respondieron los actores de los servicios públicos polacos a varias crisis interrelacionadas: la crisis crónica de los servicios públicos y su agravamiento por la pandemia de COVID-19 y la llegada de refugiados provocada por la guerra en Ucrania. La parte empírica se basa en entrevistas cualitativas con trabajadores, sindicalistas, directivos y representantes estatales de la enseñanza, los servicios de salud y la asistencia social. Se constata que, ante una respuesta gubernamental insuficiente propia del «capitalismo mosaico», el ingenio y la autoorganización de los trabajadores ayudaron a mantener los servicios públicos esenciales en tiempos de crisis.
