
La infraestructura urbana es esencial para el funcionamiento de las sociedades modernas, y su evaluacion y manejo de riesgo obedece a decisiones en el interes publico. Al estar constituida por redes, su evaluacion no debe concentrarse en elementos individuales, sino seguir una aproximacion sistemica que describa jerarquicamente el sistema en diferentes niveles de resolucion. En consecuencia, la evaluacion de probabilidad y consecuencias de falla no requiere la descripcion completa y detallada del sistema, permitiendo un manejo eficiente del riesgo. El articulo describe dicha aproximacion y presenta alternativas para estructurar el manejo del riesgo mediante el uso de incentivos.
