Abstract

El tema Ambiental ha ido evolucionando de una preocupacion por la escasez de los recursos naturales, a un concepto mas amplio de sostenibilidad y desarrollo, no solo ambiental sino social y economico; un desarrollo cada vez mas impactante y complejo. Ello ha dado lugar a soluciones como el reciclaje y la remanufactura que han tenido que evolucionar con el mismo dinamismo. Sin embargo, dichas opciones no tendran mayor efectividad sin un adecuado sistema logistico, que permita optimizar, no solo la recuperacion de los materiales y productos desechados, y su retorno al sistema productivo, sino su enlace con los modelos productivos tradicionales. Este articulo plantea las siguientes hipotesis; la presion de las tendencias ambientales, culturales y sociales, y la escasez de los recursos naturales, exigiran a las empresas manufactureras el desarrollo y optimizacion de la Logistica Reversa, que les apoye no solo en su desempeno operativo, sino mas aun, en algunos casos en su competitividad; pero esta Logistica Reversa es mas compleja de manejar que la logistica directa, (hacia delante), por la alta variabilidad en factores como: pronosticos de demanda, calidad de los insumos, estandarizacion, confiabilidad en las entregas, trazabilidad de los productos, etc., y su manejo es uno de los desafios mas importantes de la Ingenieria Industrial; pero, el desafio no es solo para el area de produccion, tambien lo es para la estructura organizacional y las politicas empresariales. La optimizacion de la Logistica Reversa exigira su integracion con la logistica directa, en un solo sistema de ciclo cerrado: la "Logistica Integral". Estas hipotesis son corroboradas mediante el analisis y comparacion de experiencias a nivel internacional, con seis casos relevantes en el ambito nacional. Pero este estudio es solo un primer ensayo que debera ser ampliado y profundizado en el futuro.
