Abstract

An important factor in preparing forecasts of future traffic volumes for build–operate–transfer projects is the matter of the daily ‘capacity’ of the completed highway. This paper presents the results of detailed analyses of observed traffic patterns and estimation of the daily traffic ‘capacity’ of the Eastern Harbour Crossing and Cross-Harbour Tunnel in Hong Kong. The results indicate the importance of assessing the distribution of daily traffic throughout the day when preparing traffic and revenue forecasts for future projects of this type.
