Pomocniczość i decentralizacja jako podstawa systemu organizacyjnego usług społecznych

Abstract

Przedmiotem opracowania jest próba ustalenia istoty usług będących przedmiotem działania administracji świadczącej oraz ich szczegółowego zakresu przedmiotowego na przykładzie usług tzw. społecznych. Dokonana analiza aktów normatywnych kształtujących zadania w zakresie usług rynku pracy i usług pomocy społecznej pozwoliła na wskazanie założeń organizacyjnych aktualnego systemu administracji świadczącej oraz pozwoliła wskazać na oddziaływania na jego kształt zasady pomocniczości i zasady decentralizacji.
