A Luta pelo Nacional Popular na Bolívia

Abstract

O problema que este estudo procura investigar é o da formação do nacional-popular na Bolívia, isto é, a conexão entre o que Max Weber (1964) chamou de “democratização social” e a forma estatal. Com isso, entendemos as pautas de socialização tal como existiram, e seus índices de poder bem como os chamados “projetos de massa” – que é a relação entre programa e factualidade. O estudo desse problema se referirá ao período de 1952 a 1980, embora sua explicação causal remeta à Guerra do Pacífico (1879-1884). Devemos entender a questão como um argumento geral sobre a formação social boliviana, fundamentada empiricamente por dados do período. Do ponto de vista metodológico, isolaremos determinados eventos, circunscritos no tempo, ou situações regionais, circunscritas no espaço. Isso é uma resposta à escassez de informação, o que também é, sem sombra de dúvida, uma seleção simbólica. Em defesa desse método, é importante salientar que nenhuma ciência social é possível de outra forma em um país com as características da Bolívia.
