Vivienda adecuada e interseccionalidad en México. Etnicidad y género en zonas urbanas

Abstract

En este artículo se analizan el hábitat y las políticas urbanas centradas en el derecho humano a la vivienda adecuada en México desde una perspectiva interseccional que articula género y etnicidad. Con base en estadísticas oficiales, el marco constitucional mexicano, políticas públicas vigentes y un estudio de caso, se discute la periferización de grupos poblacionales en condición de vulnerabilidad por género y los obstáculos de quienes padecen discriminación étnica, comprometiendo su habitar la ciudad. Los resultados muestran que, pese al reconocimiento constitucional de ese derecho, mujeres y población indígena en condición de vulnerabilidad, menos aún cuando comparten ambos rasgos, no disfrutan en plenitud su derecho humano a la vivienda. El enfoque interseccional aplicado al derecho a la vivienda en el ámbito de los estudios urbano-territoriales evidencia la invisibilización de un grueso de la población urbanizada, sobre la que son escasos los datos desagregados y la manifestación de su voz; así como la necesidad de una política del hábitat que rescate la dignidad como fundamento del derecho a vivienda, desde su planteamiento filosófico y jurídico.
