Conflictos Territoriales y Proyectos de Infraestructura Vial

Abstract

<p>El objetivo del presente artículo es evidenciar algunos conflictos territoriales producidos por la implementación de proyectos recientes de infraestructura vial en Colombia. La mirada se hace desde el campo del ordenamiento territorial y desde el enfoque de la complejidad que entiende cómo se entrelazan en el territorio múltiples dimensiones, tiempos y escalas haciendo necesario identificar diferentes niveles de análisis, de correlaciones e interdependencias. Para lograrlo, tomamos como universo de análisis los diez primeros proyectos de las vías de Cuarta Generación, 4G, y algunos ejemplos de otras vías construidas anteriormente bajo el esquema de concesiones, con el fin de extraer de ellas algunas evidencias sobre sus impactos y de los tipos de conflicto generados. La investigación y las reflexiones extraídas de ella se apoyan en variables de naturaleza económica, social, ambiental, demográfico e histórico, algunas extraídas de fuentes bibliográficas y otras del dialogo con los habitantes de los lugares mediante trabajo de campo. Frente a un posible escenario de fin del conflicto armado, planteamos al final del texto algunas reflexiones en torno al papel que este tipo de infraestructura jugaría en ese escenario.</p>
