Cultura organizacional y teatralización en la justicia electoral peruana

Abstract

Este artículo examina la cultura organizacional del Jurado Nacional de Elecciones (JNE) desde una perspectiva interpretativa, explorando cómo se configura simbólicamente la institucionalidad en un contexto de presión política y fragilidad democrática. A través de un estudio de caso cualitativo, se identifican patrones centrales como la teatralización institucional como mecanismo de legitimación simbólica, los ciclos de incertidumbre como categoría emergente que desestabiliza la organización, y la disonancia entre los discursos institucionales y las prácticas cotidianas. Los hallazgos evidencian una cultura fragmentada que combina rituales formales con prácticas informales resistentes al cambio. La investigación aporta una lectura crítica sobre la gestión pública en organismos electorales, destacando el valor de los enfoques cualitativos para comprender las tensiones simbólicas que afectan la legitimidad institucional desde lo cotidiano.
