Abstract

Este documento describe el sistema utilizado en la actualidad en Inglaterra para identificar y evaluar alumnos con necesidades educativas especiales. (En el resto del Reino Unido se implementan enfoques bastante parecidos pero los instrumentos legales y regulatorios son distintos, así como existen variaciones en el lenguaje usado y algunos detalles prácticos). Los documentos clave de referencia son el Code of Practice (DfES, 2001a) o Manual de Buenas Prácticas promulgado por el Departamento de Educación y Competencias (Department for Education and Skills) en 2001 y el SEN* Toolkit (DfES, 2001b), o caja de herramientas para necesidades educativas especiales, asociado con el anterior manual. Este trabajo empieza definiendo tres conceptos asociados, es decir, las necesidades educativas especiales, las dificultades de aprendizaje y la entrega de educación especial. Luego, establece los principios fundamentales que constituyen la base de la práctica de identificar y evaluar, y enumera sus factores clave de éxito. La sección principal del artículo describe el mecanismo que existe para identificar y evaluar a alumnos con necesidades educativas especiales y brindarles el apoyo que requieren. La última sección hace referencia al tema del financiamiento y los procedimientos mediante el cual los recursos son asignados a las escuelas para facilitar la entrega de educación especial. Descriptores: necesidades educativas especiales, dificultades del aprendizaje, manual de buenas prácticas. Identification and Evaluation of Students with Special Educational Needs in EnglandThis document describes the system currently used in England to identify and evaluate students with special educational needs. (Although similar perspectives are implemented in the rest of the United Kingdom the legal and regulatory instruments are different and there are variations in language and some practical details). The key reference documents are the Code of Practice (DfES, 2001a) or Good Practice Guide enacted by the Department for Education and Skills in 2001 and the SEN* Toolkit (DfES, 2001b), or the tool kit for special educational needs related to the above mentioned guide.This article begins by defining three related concepts; special educational needs, learning difficulties and the provision of special needs education. It then establishes the fundamental principles that constitute the basis for identifying and evaluating, and lists their key success factors. The main section of this article describes the current mechanism used to identify and evaluate students with special educational needs in order to provide the support they require. The last section refers to financing issues and the procedures used to assign resources to schools in order to facilitate the provision of special needs education.
