The effectiveness and efficiency of 'complex' organisations are difficult to evaluate. In the third sector, there is no convenient proxy like profitability. Locally based organisations clam to be responsive to local needs but might be less effective in providing specific services than 'simple' organisations that concentrate on that function. Yet their multi-functionality and local responsiveness might be valuable. Such organisations claim that their value is intrinsic. But that might be chimera.
