TEKNOLOJİ TRANSFERİ, TEKNOLOJİ YOKSULLUĞU MU?

Abstract

Calisma teknolojik gelisme kavraminin gelismekte olan ulkeler icin onemini ve teknoloji transferi surecini kalkinma iktisadi acisindan degerlendirmeyi amaclamaktadir. Calisma teknolojiyi uretemeyen ve/veya dogru teknolojiyi, dogru bicimde transfer ederek uretim sureclerine dahil edemeyen ulkelerin “teknoloji yoksullugu” dongusunden kurtulamayacagini savunmaktadir. Bu surecte -her ne sekilde saglanmis olursa olsun- teknolojik gelismeyi, kalkinma surecinde tek basina ‘kutsal bir kurtarici’ olarak algilamak gelismekte olan ulke ekonomilerini, yoksullugun yapisal sebeplerinden uzak bir buyume ve kalkinma cabasinda olmaya itmektedir. Calisma bu bakis acisindan hareketle ve ozetle ‘teknolojiyi uretemeyen ve/veya dogru teknolojiyi, dogru bicimde transfer ederek uretim sureclerine dahil edemeyen ulkelerin ‘teknoloji yoksullugu’ dongusunden kurtulamayacagini’ savunmaktadir.
