Abstract

Kamusal alan uzerine yapilan tartismalar ozellikle 1980’lerden sonra oldukca artmistir. Bu tartismalarda toplumsal hareketlerin kamusal alandaki yeri ve islevi meselesi ise her zaman onemli olmustur. Bu calisma, kamusal alan kavrami ile toplumsal hareketler iliskisini anlamaya yonelik bir cabadir. Bu amacla ilk olarak Habermas’in kamusal alan ve kamuoyu kavramlarinin, devlet ve toplum arasinda demokratik iliskilerin kurulmasina katkisi tartisilacaktir. Ikinci olarak ise, Habermas’ci kamusal alan anlayisi cercevesinde toplumsal hareketlerin yeri degerlendirilecektir. Habermas’in kamusal alan kavraminin tek, ozerk, hegemonik, ulusal ve kusatici oldugu, tersine, toplumsal hareketlerin ise alternatif/karsit kamular yaratabildigi, dolayisiyla cogul kamularin bulundugu soylenebilir. Alternatif bir kamusal alan ise ancak sinif temelli toplumsal hareketler ile kultur/kimlik temelli toplumsal hareketler arasindaki ittifaklarla etkili olabilir.
