Pregled monitoringov biodiverzitete kmetijske krajine v Sloveniji in primerjava z izbranimi primeri iz tujine

Abstract

Kmetijstvo predstavlja enega glavnih pritiskov na biodiverziteto v Evropi, tako zaradi intenzifikacije rabe kot tudi zaradi opuščanja tradicionalnih kmetijskih praks. Za učinkovito upravljanje in vrednotenje naravovarstvenih ukrepov je nujen zanesljiv in dolgoročen monitoring biodiverzitete, ki temelji na kombinaciji več kazalnikov na različnih biotskih in prostorskih nivojih. Prispevek podaja celovit pregled obstoječih mednarodnih in nacionalnih monitoringov biodiverzitete v slovenski kmetijski krajini ter jih primerja s tremi uveljavljenimi dolgoročnimi shemami iz Norveške, Francije in Švice. Analiza kaže, da so v Sloveniji dobro razviti monitoringi ptic in metuljev, predvsem za vrste v interesu Evropske unije, medtem ko so splošno razširjene vrste, rastlinske vrste, habitatni tipi, opraševalci in talni organizmi še vedno pomanjkljivo pokriti. Mednarodne sheme, kot so LUCAS, EMBAL, eBMS in PECBMS, ponujajo metodološko usklajeno in primerljivo izhodišče, ki bi ga bilo mogoče učinkoviteje izkoristiti tudi na nacionalni ravni. Tuji primeri poudarjajo pomen naključnega izbora vzorčnih mest, rednega spremljanja pogostih in srednje pogostih vrst ter povezovanja biotskih kazalnikov z rabo tal, krajinskimi elementi in kmetijskimi praksami. V razpravi so podana priporočila za nadgradnjo obstoječih monitoringov v Sloveniji, vključno z uporabo LUCAS in EMBAL vzorčnih točk, razširitvijo monitoringa metuljev in opraševalcev, vzpostavitvijo monitoringa rastlin in habitatnih tipov, biodiverzitete tal ter boljšim spremljanjem učinkov kmetijsko-okoljskih ukrepov Skupne kmetijske politike (SKP). Tak celostni pristop bi prispeval k boljšemu upravljanju, izpolnjevanju zahtev evropske zakonodaje in učinkovitejšemu varstvu biodiverzitete v kmetijski krajini.
