Abstract

Hoy día no puede definirse a un Estado como Democrático si no existe una participación política de su población a la hora de decidir su presente y su futuro. La participación política ha ido variando con el tiempo, así desde un sufragio censitario y, capacitario, altamente restringido que negaba el voto a gran parte de la ciudadanía y a toda la población femenina, hemos pasado a considerar que la participación democrática no se agota en el acto de votar por unos representantes ante el Parlamento o la Comuna, debiendo complementarse con la intervención directa de la ciudadanía mediante el Referendum, el Plebiscito o la iniciativa popular. El presente trabajo tiene como finalidad el análisis y exposición de las diversas formas de participación política, para ello junto a una amplia exposición teórica, presenta la totalidad de sistemas electorales habidos en el pasado y el presente, por lo que se convierte en una obra indispensable para el académico y también para el político.
