The ongoing changes in the mechanism of economic management of a region during the last decade emphasize the specialists’ and researchers’ attention on the problem of measuring the results and effectiveness of managing the social and economic development of regions. In this article the need for a comprehensive assessment of the development level of territorial systems based on the systematization of key tools for state regulation of regional economy is substantiated. Special attention should be paid to foreign and domestic experience in the development of indicators and criteria for the effectiveness of social and economic development of the regions. Some modern approaches and criteria that should be considered when developing indicators of social and economic development of the regions are introduced.
Изменения, происходящие в механизме управления экономикой региона в течение последнего десятилетия, все больше акцентируют внимание специалистов и исследователей на проблеме измерения результатов управления социально-экономическим развитием регионов с точки зрения их эффективности. В данной статье на основе систематизации ключевых инструментов государственного регулирования экономики регионов обосновывается необходимость комплексного оценивания уровня развития территориальных систем. Особого внимания заслуживает зарубежный и отечественный опыт в разработке показателей и критериев эффективности социально-экономического развития регионов. Подробно представлены современные подходы и критерии, которые необходимо учитывать при разработке показателей социально-экономического развития регионов.
