In literature, reform and administrative reform are generally mixed up, so not only the concepts lost their meanings but also, there is not an agreement about the terms’ meaning. Most of the time, misuse of the terms is related to adopted research methodology. In this writing, it is tried to explain both of the concepts by using historical materialist methodology. To obtain real meanings of these two, the subject is explained in an economic context.
