FREED O M FRO M E N C U M B R A N C E in scientific research is essential to prog ress in dental education and practice. The study of disease and its prevention or cure in animals continues to contribute impor tantly to our understanding and manage ment of human diseases. The Council on Dental Research believes that interference with the freedom of qualified investigators to use animals judiciously in research is not in the public interest. Several bills introduced in the Congress during the past few years would, in the Council’s view, place unnecessary restrictions on health research. At a recent meeting the Council adopted this resolution:
