Derechos humanos a debate: estrategias de resistencia de los afectados por las represas hidroeléctricas

Abstract

El presente artículo tiene como objetivo discutir las interfaces entre los Derechos humanos y el contexto de las represas hidroeléctricas de Itá, Alzir do Santos y Foz do Chapecó, localizadas en el sur de Brasil, a través de un análisis de las estrategias de resistencia de las comunidades afectadas. La metodología utilizada fue exploratoria descriptiva, de cuño cualitativo, con entrevistas a 26 personas. Los datos fueron recogidos a partir de un cuestionario biosociodemográfico, entrevistas narrativas y análisis documental y, posteriormente, sometidos a un análisis matemático. Los resultados muestran que la violación de los Derechos humanos es resultado de la negligencia del Estado, de la inexistencia de una política nacional de derechos de los afectados por la represas, de la desresponsabilización de las empresas del sector eléctrico brasileño y de la falta de servicios públicos que atiendan las necesidades de esa población. Por su parte, las estrategias de resistencia de los afectados pasan por la concienciación política de las comunidades, la organización en movimientos sociales y las manifestaciones reivindicativas de derechos.
