Los actores detrás de la política educacional de la dictadura civil militar en Chile (1973-1990)

Abstract

El objetivo de este artículo es analizar las trayectorias de los intelectuales que participaron en las distintas instancias encargadas de legislar en torno a la política educativa implementada durante la Dictadura Civil Militar liderada por Augusto Pinochet en Chile (1973-1990). El grupo de intelectuales analizados se encuentra integrado por los Ministros de Educación del periodo 1973-1978, los Capitanes de Fragata Eduardo Cabezón Contreras y Juan Enrique Fröemel Andrade, como así también los integrantes civiles y militares de Comisiones Legislativas vinculadas al campo educacional. En términos metodológicos, se trabajó desde una perspectiva historiográfica organizada en torno al diálogo con una amplia diversidad de fuentes que permitieron acceder al conjunto de actores vinculados al proceso legislativo, como así también permitieron conocer algunas de sus intervenciones. De esta forma, se analizaron leyes y decretos promulgados por la Dictadura Civil Militar, además de las actas de la Junta Militar de Gobierno que registraron el desarrollo de las reuniones de trabajo legislativo llevadas a cabo por los sujetos aquí analizados. Los resultados muestran, por un lado, la relevancia adquirida por intelectuales militares en la primera etapa del régimen, además de la temprana influencia de los Chicago Boys en la producción ideológica sobre educación de la Dictadura Civil Militar chilena.
