RESUMEN: Los problemas sociales que se manifiestan en la ciudad dieron lugar a la necesidad de planificar y gestionar las ciudades. Diferentes proyectos modernizadores tuvieron como base la democratización de los gobiernos locales, cuyo análisis es el objetivo de este artículo, con especial referencia al caso mexicano.ABSTRACT: Social problems reflected in cities produce the need of urban planning. Different projects of modernization were based on local governments democratization. This is the object of this article, with special reference to mexican case.
