L'ordine mondiale dopo la guerra fredda

Abstract

Il saggio ripercorre il dibattito nella filosofia e nella scienza politica sul concetto di ordine, individuando alcune definizioni preliminari. Poi viene proposta una definizione originale dell'ordine prendendo spunto da quella di Stoppino sulla politica (la ricerca della conformità) e da quella di Rosenau sulla governance (l’ottenimento della conformità). L’ordine è una governance dove restano fissi alcuni valori (le unità di misura) delle relazioni internazionali: pace, democrazia, mercato, e auto/determinazione nazionale. Dopo il 1989 c'è solo un ordine mondiale “zoppo”, perché il valore dell’auto-determinazione nazionale, che dovrebbe portare a dei referendum e a delle secessioni di stati mono-nazionali, non è promosso. Prevalgono gli stati pluri-nazionali, che sono il risultato della governance, con la conservazione o la costituzione di stati pluri-nazionali. La definizione dei realisti di anarchia è una forma di conceptual stretching, e va ricondotta al “laissez faire politico".
