Percorsi di economia partecipata nella regione Lazio

Abstract

Negli ultimi anni, nel Lazio, si è avuto un notevole sviluppo delle esperienze di partecipazione a livello regionale. In particolare, la Regione, attraverso il suo Assessorato al Bilancio, Programmazione economico-finanziaria e Partecipazione, ha promosso percorsi partecipativi sia relativi alla propria attività che relativi al livello locale. Nel primo caso, ha messo in discussione la propria bozza di bilancio e il Documento di programmazione economico-finanziaria regionale. Nel secondo caso, ha emanato diversi bandi, tra cui a più riprese alcuni a sostegno di bilanci partecipativi, per sostenere la partecipazione a livello soprattutto comunale. Tant’è che si colloca al primo posto tra gli Enti sovra-locali per numero di Comuni “Partecipati”, sia a livello nazionale che europeo. Si fa poi riferimento anche alla situazione romana e alla sua attuale fase di transizione.

In recent years, in the Lazio region, several participative experiences have been developed at the regional level. The Regional administration, through its budgeting and participative departments, has promoted participative processes both regarding its own activities and at the local level. In the first case, the Region Lazio developed a debate on its budget draft and on the regional economic and financial programme document. In the second case, the Region Lazio published several announcements, even referred to Participatory Budget, to support municipal participatory processes. So, now, it is the first Region for number of “Participative” Municipalities, in the National and European contexts. Finally, some references will be given to Roman experiences and their actual transition phase.
