Los viajes olvidados de la democracia: Circulación y apropiación de la legislación electoral en Colombia, 1855–1886

Abstract

Este articulo estudia la circulacion y apropiacion de la legislacion electoral en Colombia entre 1855 y 1886. Ofrece algunas respuestas y una nueva perspectiva para el estudio de la propagacion, recepcion y lectura de la democracia en Colombia e Hispanoamerica en el siglo XIX. El trabajo abre con un estudio de la circulacion de las constituciones y las leyes electorales, en un esfuerzo por examinar las distintas maneras en que los gobernantes, periodicos, librerias y tiendas expandieron este campo de la cultura escrita. Se ofrece tambien un analisis de como se apropiaron de esta legislacion electoral numerosos sectores de la sociedad en distintos contextos. El ensayo concluye con unas reflexiones acerca de las dos primeras secciones, cuestiona algunos lugares comunes de la historiografia imperial acerca de las republicas de Hispanoamerica, e indaga por el lugar que tuvo la circulacion de estas constituciones y leyes electorales en un mundo todavia dominado por los imperios y los reinos. This article studies the circulation and appropriation of electoral legislation in Colombia between 1855 and 1886. It offers some answers and a new perspective for the study of propagation, reception, and understanding of democracy in Colombia and Spanish America during the nineteenth century. This work opens with a study on the circulation of constitutions and electoral laws in order to examine the different ways politicians, newspapers, libraries, and stores expanded this field of the written culture. We also analyze the ways in which this legislation was appropriated by numerous social groups across different contexts. In the conclusions we review some of our findings and question some of the cliches that have been presented in imperial historiography of accounts of the Spanish American republics. Finally, we pose some reflections about the place that the circulation of constitutions and laws occupied in a world that was dominated by empires and kingdoms.
