Los microemprendimientos de la Economía Social en la Encuesta Permanente de Hogares

Abstract

Existe una diversidad de actividades productivas de grupos de pequeños productores urbanos, de carácter familiar o asociativo, que son erróneamente denominadas “microempresas” por los programas estatales y privados de asistencia al sector. Los llamados emprendimientos o microemprendimientos de la Economía Social, se entienden mejor cuando se los mira como actividades laborales autónomas de subsistencia de sectores trabajadores desempleados o precarizados. En base a la escasa legislación emergente en la materia, proponemos una serie de criterios para medir a este sector en la Provincia de Buenos Aires a partir de las bases de datos de la Encuesta Permanente de Hogares (EPH).

A diversity of little urban workers familiar or associative productive activities are misnamed “micro-enterprises” by public and private assistance programs to this sector. The so called micropreneurship or social economy small business are better understood when seen as autonomous labor subsistence activities of independent or unemployed workers. Based on the scarce legislation existing on this matter I propose a method to measure this social sector in Buenos Aires Province using the Homes Permanent Survey database.
