
O livro em epigrafe aborda uma tematica desafiadora e arida nos estudos de Historia das Relacoes Internacionais acerca da pretensao do Brasil para se tornar membro permanente do Conselho de Seguranca das Nacoes Unidas. Por vezes, a tematica parece dar azo aquele desejo recondito do corpo diplomatico brasileiro, qual seja a vocacao de potencia do Brasil, que se mostrou mais contundente durante o periodo militar, e parece reverberar no seculo XXI, a medida que o Brasil alcanca um protagonismo nos foros multilaterais. A pretensao brasileira a um assento permanente nao e inedita, e alguns pesquisadores ja se debrucaram sobre o tema, a exemplo dos trabalhos de Gelson Fonseca, Alexandra de Mello e Silva e mais recentemente de Joao Augusto Costa Vargas. Contudo, o tema ainda desperta o impeto academico dos estudiosos e acende o debate sobre a naturalidade do pais em assumir pleitos e responsabilidades no cenario internacional, ou ainda, se o assento permanente seria um “orgulho exagerado, excessivo”, caracterizado como hubris na moral grega. ABSTRACT The book in question focuses on a hard and challenging topicwithin International Relations History studies that deals with the Brazilian pretention to be a permanent member of the United Nations Security Council. At times, the subject seems to give rise to that inner desire of the Brazilian diplomatic corps, which is Brazil’s Power vocation. This vocation became more emphatic during the military regime and seems to reverberate in the current century, as Brazil achieves a protagonism in multilateral forums. The Brazilian pretention to a permanent seat is not unprecedented, and some researchers have already studied the subject, such as Gelson Fonseca, Alexandra de Mello e Silva and, more recently, Joao Augusto Costa Vargas. Nevertheless, the subject still awakens the researchers’ academic impetus and lights the debate about the country’s naturalness in assuming claims and responsibilities in the international stage, or yet, if the permanent seat would be an “exaggerated, excessive pride”, characterised as hubris in the Greek moral.
