Novo-Desenvolvimentismo e populismo no estudo do governo de Dilma Rousseff (2011-2016)

Abstract

Pretendemos analisar a aplicação da categoria populismo feita por economistas alinhados ao pensamento novo-desenvolvimentista em suas avaliações da chamada Nova Matriz Econômica (NME) do governo Dilma. Para tanto, analisamos o conceito de populismo presente nas reflexões de Bresser-Pereira (2016) sobre o governo Dilma. Em seguida, verificamos os esforços de Luis Oreiro e Nelson Marconi (2016) para diferenciar novo-desenvolvimentismo do que chamam de social-desenvolvimentismo, que seria produto da aplicação de uma interpretação equivocada do keynesianismo feita pelos governos do PT. Compreendemos que o novo-desenvolvimentismo, ao mobilizar o conceito de populismo, torna-se uma ideologia alheia aos conflitos sócio-políticos e, ao exigir um “governo forte”, contribui para negação da democracia e das demandas das camadas mais baixas da sociedade.
