Legitimidade do matar

Abstract

O estudo analisa casos de letalidade e vitimização policial no Rio de Janeiro, com foco nos inquéritos concluídos em 2016. A pesquisa combina a análise detalhada dos inquéritos, entrevistas com atores do sistema de justiça e dados institucionais fornecidos pela Polícia Civil e Ministério Público. Os resultados mostram que a maioria dos casos de letalidade foi arquivado, predominantemente com base em excludente de ilicitude, enquanto denúncias foram raras, ocorrendo apenas quando a versão oficial era insustentável. Foram identificadas falhas graves no processo investigativo, incluindo perícias insuficientes e práticas que reforçam a impunidade. Os achados evidenciam a necessidade urgente de reformas no controle externo das forças policiais e no sistema de justiça criminal.
