ETNIK ARNAVUTLARIN ARNAVUTLUK DIS POLITIKASINDA ETKISI

Abstract

Balkanlar'da yasayan etnik Arnavut nufusu bugun Arnavutluk ve Kosova'da mutlak cogunlugunu ve Arnavutluk’un diger komsu ulkelerinde (Karadag, Sirbistan, Makedonya ve Yunanistan) onemli azinlik kesimini olusturmaktadir. Bu ulkelerde yasayan Arnavutlar, Soguk Savas Doneminden sonra Arnavutluk Devletinin dis politikasini etkilemektedir. “Buyuk Arnavutluk” olarak da bilinen Arnavutlarin ulusal birligi fikri, Osmanli-Rus savasi (1877-1878) ve Balkanlarda siyasi sinirlari belirlenen 1878 Berlin Antlasmasi'ndan sonra Arnavut vatanseverler tarafindan tasarlanan bir siyasi proje olarak da bilinir. Bu yuzden de bugun yabanci olmayan bu proje Arnavutluk’un dis politikasinda en yogun sekilde yer almaktadir. Kosova bagimsizligini kazandiktan sonra Arnavutluk Devleti, Balkanlarda yasayan Arnavut varligina karsi komunizm doneminde surdurdugu izolasyonist politikasindan sapmistir. Arnavutluk Devleti komsu ulkeleriyle ekonomik isbirligini artmasi ve engellerin kaldirilmasiyla Balkanlar’da Arnavut varligina karsi entegrasyon surecin baslangicini isaret etmistir. Iste bu makalede dis Arnavutlarin ozellikle Soguk Savas doneminden sonra gosterdigi faaliyetler; Arnavutluk Devlet’in bu hareketlere karsi tarafsiz kalmayisi ve bu yonde dis politikasinin sekillendigini izah edilecektir. Baska bir deyisle Balkanlar’da sinirlarin degistirebilecek bir Arnavutluk Devletleri Federasyonun ihtimalini analiz etmeye calisilacaktir.
