Estrategia de Gobierno Digital 2030: un proceso participativo

Abstract

Este artículo analiza la Estrategia de Gobierno Digital 2030 de Chile, lanzada en febrero de 2025 por la Secretaría de Gobierno Digital del Ministerio de Hacienda. El documento se desarrolló mediante un proceso participativo que incluyó consultas ciudadanas, diálogos presenciales y sesiones multilaterales con instituciones públicas, involucrando a más de 1.460 personas. El artículo contextualiza esta iniciativa dentro de la trayectoria histórica de digitalización estatal en Chile desde 1999, destacando los modestos resultados de esfuerzos anteriores. La nueva estrategia se estructura en seis ejes: tres habilitadores (Gobernanza y rectoría TIC; Competencias y Talento Digital; Identidad e Infraestructura Pública Digital) y tres transformadores (Gestión Inteligente basada en Datos; Sector Público Eficiente; Servicios Digitales Centrados en las Personas). El texto señala como desafíos la ambición del cronograma, la falta de una institucionalidad fiscalizadora autónoma y la necesidad de abordar brechas territoriales y organizacionales en madurez digital.
